KOTA KINABALU: A total allocation ceiling of RM12.02 billion has been approved for Sabah under the 13th Malaysia Plan (13MP) to implement 1,173 programmes and projects, marking the largest development allocation in the state’s history.
Chief Minister Datuk Seri Haji Hajiji Haji Noor said the allocation is not merely about spending, but ensuring effective delivery, meaningful impact and balanced development that reaches communities throughout Sabah.
“The construction sector will play a central role in this transformation. Across Sabah, we are witnessing strong momentum in infrastructure development, from roads and healthcare facilities to utilities and digital connectivity.
“The Pan Borneo Highway, in particular, symbolises this momentum. It represents far more than connectivity as it unlocks economic opportunities and improves access across the state.
“Our urban centres – Kota Kinabalu, Sandakan and Tawau – are evolving into modern and dynamic hubs that reflect the new Sabah we are building,” he said when opening the International Construction Week (ICW) Borneo and BuildXpo at Sheraton Kota Kinabalu here today. His speech was read by Deputy Chief Minister II cum Finance Minister Datuk Seri Masidi Manjun.
Reflecting on past implementation challenges, Hajiji said Sabah’s priority moving forward is to accelerate project delivery, strengthen coordination and ensure projects generate lasting value.
He said the state’s development focus over the next five years would centre on strengthening connectivity through transport networks, logistics systems and port development to drive trade and economic growth, while ensuring sustainable and resilient development for future generations.
Other priorities include expanding access to affordable housing to improve the quality of life for Sabahans, as well as raising industry standards through better governance, stronger capabilities and greater accountability.
In this regard, Hajiji described ICW Borneo as an important platform that brings together ideas, expertise and strategic partnerships capable of delivering real outcomes.
“It allows Sabah to engage directly with industry leaders, investors and professionals who can become partners in our growth journey.
“To those present today, Sabah welcomes your partnership. We seek partners who build with purpose, deliver with integrity and are committed to quality. The opportunities are substantial in infrastructure, urban development and sustainable growth,” he said.
Hajiji also reaffirmed that Sabah is open for business, ready for investment and committed to progress.
